If the capacitors are not properly derated, they simply need to be replaced by components that are derated. So for a 15 volt power rail a 100 uF should be replaced by a 100 uF, 35 volt tantalum. It is hard for me to imagine replacing with an electrolytic cap as these have clearly stated, relatively short lifetimes.

Electrolytic capacitors come with a large capacitance and take care of the bulk storage while ceramic capacitors are used to suppress noise at the output. If all you need is 10uF of output capacitance, just use ceramic alone. You can use tantalum capacitors too, but there are some safety concerns.
