In Vicky 2, there was always a global iron shortage and it was more expensive than steel. I had to manually mod some iron ore provinces just to make the damn thing work. In Vic 3, you can expand iron mines but you are still limited by "state potential" aka how much iron is actually in the ground and some countries might have none (gasp!).
